2027 Primary One Discretionary Places Open Sept 17: ePOA, Key Dates and Three Red Lines

The EDB reminds parents that discretionary-place applications for P1 entry in Sept 2027 open via the ePOA platform from Sept 17. This briefing covers the window, the mandatory iAM Smart+ binding, and the two application traps to avoid.

On 14 September 2026 the Education Bureau reminded parents that any child born on or before 31 December 2021 who has not yet started primary school and has never been allocated a P1 place may apply for the Primary One Admission (POA) System for September 2027 entry. Parents who wish to submit a discretionary-place application online must first register as a user of the POA e-platform (epoa.edb.gov.hk) and bind the account with iAM Smart+, then submit between 17 and 25 September. Those opting for paper forms must deliver the completed form with supporting documents to the chosen government or aided school during office hours from 21 to 25 September.

At the Discretionary Places stage, school choice is not limited by school net: a parent may apply to any one government or aided primary school. The critical rule is that, whether online or on paper, only one application may be submitted per child. Applying to more than one government or aided primary school voids the discretionary-place application outright, and submitting duplicate applications through both the ePOA and paper form is equally rejected. The EDB is explicit that schools assess applications by set procedures and criteria, so parents need not — and should not — prepare portfolios for their children.

Direct Subsidy Scheme (DSS) primary schools, private primary schools and international schools sit outside the POA System entirely. Parents who want these schools must apply to them directly; a POA place cannot be obtained through central allocation. Crucially, a child who has accepted a DSS P1 offer will not be allocated a government or aided P1 place through the POA System — the two routes exclude each other once confirmed, so decide the priority before you plan.

Parents applying for Central Allocation only must submit to the EDB by 22 January 2027 via the ePOA or on paper, delivered to the School Places Allocation Section in Kowloon Tong. Discretionary-place results are released on 23 November 2026, with registration on 25–26 November; unsuccessful parents receive the central-allocation option form in mid-January 2027 and choose schools at designated centres on 23–24 January (or 18–24 January online).

The residential address is the field most easily overlooked yet carries the heaviest consequences. Parents must state the child’s true address; a false address used to secure a place voids the application and withdraws any place already allocated. Under the Crimes Ordinance, using a false instrument can draw up to 14 years’ imprisonment, and a false statutory declaration up to two years plus a fine. Suspected false addresses can be reported to the allocation hotline at 2832 7700.

Practical advice for parents: first, complete iAM Smart+ binding and the e-platform account before 17 September to avoid last-minute congestion; second, commit to one school at the discretionary stage (only one government or aided school is allowed) and treat central allocation as the safety net; third, if a DSS school is also being considered, obtain its independent timeline, because accepting a DSS offer removes the POA option.

Finally, the POA e-platform and the Secondary School Places Allocation e-platform both use iAM Smart for login, and results are also pushed by SMS. Copy these dates into a shared family calendar and set two phone reminders — one week and one day ahead — as the cheapest insurance against a one-day-late mistake that costs a full year.
