Schooling for Talent-scheme Children: Free Public Places, Transfer Timing, Residency

Dependant-visa children may attend public schools with 12 years of free education, but transfers, school choice and university funding each follow their own timeline — plan early.

Children of Top Talent, Quality Migrant and other talent-scheme holders, once their dependant visas are approved, are eligible to attend public schools — government, aided, caput and special schools — and receive government subsidies, meaning 12 years of free primary and secondary education. Parents need not obtain a separate student visa for the child, but must still apply for a school place.

A mid-year transfer is common. The EDB allows aided schools to admit transfer students each term subject to vacancy; parents may apply directly to a chosen school or register with the nearest Regional Education Office (four across Hong Kong) for placement support. Higher grades demand stronger English and maths, so check vacancy levels before approaching schools one by one.

Language support exists. Newly arrived children may enrol in the EDB-funded Adaptation Programme (about 60 hours) and school-based support to build traditional-character and Cantonese basics; some DSS and international schools run EAL classes. Mention your child’s Chinese level at admission and apply proactively.

One often-missed point: subsidised university local-place eligibility generally requires two years’ residence in Hong Kong, fully implemented from the 2028/29 academic year; those below the threshold may pay non-local fees (roughly three to four times higher). Plan residence timing by counting backwards from your child’s stage. All details are subject to the EDB, Immigration Department and institutions’ official announcements.
