UAC: your Confirmation of Enrolment comes only after payment, and OSHC is not included in tuition fees
UAC states you must hold a Confirmation of Enrolment when you apply for a student visa, and OSHC must be arranged before arrival and paid with the tuition deposit.

Official notice
UAC's international applications and offers page states that after you accept your offer and pay your fees you will receive a Confirmation of Enrolment from the institution, and that you must have a Confirmation of Enrolment at the time of making your student visa application. The Australian Government requires all international students on a student visa and their dependants to purchase an approved OSHC policy from an Australian registered health fund for the duration of their visas. OSHC is not included in tuition fees: students must organise and pay for it before they arrive in Australia, and once they receive an unconditional offer they are required to pay the OSHC charge at the same time as the tuition fee deposit. The same page states applications are paid for by credit card (Mastercard or Visa) or PayPal, and that an application is not complete until it has been paid. UAC also notes that some Belgian, Norwegian and Swedish students are not required to purchase OSHC, being considered to have met the adequate insurance requirements under a reciprocal arrangement.
Gradepath analysis
These three rules define the real cash flow and timeline of an Australian application: offer first, then the tuition deposit, then the institution issues the Confirmation of Enrolment, and only then the visa - and any delay compounds, because visa processing sits with neither UAC nor the institution. Second, OSHC is a separate budget line: the official text says it is not included in tuition fees, must be organised and paid before arrival, and must be paid at the same time as the tuition fee deposit, so the moment an unconditional offer lands you need two sums of money ready, not one. Third, take "your application is not complete until you have paid" literally: preferences filled in but unpaid is no application at all, and it will not enter any offer round. UAC also notes Belgian, Norwegian and Swedish students are exempt from OSHC under a reciprocal arrangement - a list that does not include Hong Kong students.
